Miroslav Řihák: Czech Point is not the right way

The fourth annual conference Business & Information Forum was held on Tuesday 11th March at the Czech National Bank. Its agenda included, for example, the issue of e-government and its implementation in the Czech Republic. Miroslav Řihák, Managing Director of ANECT, participated in the conference and commented on the weak points of one of the most high-profile projects in this field, Czech Point.

„Whilst the effort to bring the state administration closer to the public is correct, the chosen method unfortunately isn't," stated Miroslav Řihák in the introduction to his presentation. He sees the main problem in the fact that Czech Point is conceived as the automation of the old system where an individual or businessman continues to fulfill the function of intermediary. A further disadvantage of the system is the transfer of documents from electronic to printed form and back, during which the electronic signature is lost, and other accompanying information with which it is possible to subsequently verify the printed documents.

He identified a further weakness of the project in the increasing probability of human error. „This increases the number of contact points and with the growth in the number of employees who verify documents the opportunities for misuse also grow," said Miroslav Řihák at the conference. In his opinion the state should not attempt a blanket approach but should first concentrate their efforts where the need is greatest. In addition, they should concentrate more on the receipt of documents rather than their issuing.

He mentioned the system in Austria, with its "printed electronic signature", as a suitable example that the Czech Republic could learn from. Thanks to this system a document printed, for example, on a standard domestic printer has the same legal force as the original electronic document. „In cases where individuals do not have the ability to print a document at home or don't know how to proceed, there should be the option of using assistance centers at government offices," added Miroslav Řihák.
The Business & Information Forum is a meeting place for directors and senior managers of leading Czech companies, the top management of suppliers of IT technology, representatives of users, IT directors and other specialists. In addition to Miroslav Řihák, the conference was also addressed by Aleš Bartůněk of IBM, Ondřej Felix from the Ministry of the Interior, Jan Přerovský from Asseco Czech Republic, Jan Slavíček, consultant at Chase Pullman, and Miroslav Uřičař from T-Mobile Czech Republic.
